It was an interesting watch.
Story-wise, rather cryptic, and some elements are left to interpretation, though in a good sense.
On tone, not very familiar with noir, so unsure how it compares to others, but at least imo, it was well executed.
On animation/art, characters have a bit exaggerated proportions, like they're out of a comic book, but nothing that the watcher can't get used with. And in the mecha sections, they do feel like building-tall metal objects, instead of being animated slideshows as mechas usually are.
On sound direction, it is minimalist but effective - not many musics but played when needed without getting old, mechas' sounds also do seem like a machinery's, and the English dub is great for the noir tone.
There's a bit of humor, but rarely overplayed, being mostly a comic relief.
